PRESS RELEASE RUSSELL CONSULTING helps to save electric and gas consumers in New Orleans (Louisiana) several million dollars. RUSSELL CONSULTING, represented by David F. Russell, P.E. the Company's founder and President, was a member of the team of Advisors to the City of New Orleans as their technical consultant in a rate case that spanned most of 1998. Mr. Russell was responsible for the review and evaluation of Entergy New Orleans' (a retail subsidiary of Entergy Inc., a multi-state utility holding company) Cost of Service Studies (COSSs) and rate design issues. He was responsible for both the electric and gas utility portions of the case. As the lead cost of service and rate design consultant, his involvement included preparation of discovery questions, preparation of direct testimony, providing expert witness services, responding to related discovery questions, and technical assistance throughout the rate case on issues related to the COSSs, and rate design. This case resulted in a rate decrease of nearly $10 million and class contributions to total revenues that followed Mr. Russell's cost of service studies.
